Description

Khi có chat mới về thì call sang topsim lấy danh sách user đủ điều kiện được chia đơn để chia chat mới.
Nếu là chat cũ thì kiểm tra lịch sử chat cũ đã chia về nvbh nào => chia lại vào NVBH đó.
Nếu NVBH đó đã bị khóa tài khoản (active = FALSE) thì thực hiện chia sang NVBH mới
